Mr. Artis Williams, the son of the late Mr. & Mrs. John Williams, Sr., was born November 5, 1935 in Stephens, Arkansas.

He is a graduate of Carver High School of Stephens, Arkansas. Mr. Williams received his Bachelor's Degree in Biological Science from A.M. & N. in Pine Bluff, Arkansas, which is now University of Arkansas at Pine Bluff. He obtained his Master's Degree in science Education from Fisk University in Nashville, Tennessee. He also furthered his studies at Southern Illinois University, Carbondale, Illinois, and Texas Southern University in Houston, Texas. After thirty-six (36) years in the Public School System, Mr. Williams retired.

He is married to Ruby Sims Williams of Selma, Arkansas. They have one son and two grandchildren. Mr. Williams is a member of the St. Stephens Baptist Church where he serves as Chairman of the Deacon Board. He is also the Treasurer for St. John Lodge #456 and past Commander-in-Chief for the J. C. Corbin Consistory No. 204. He is currently serving on the Director's Board for Ouachita Conservation District, Farm Bureau, Buena Vista Water Association, and Stephens outreach Center.
